What the Commission said
Per the European Commission's July 10, 2026 press release (IP/26/1579) and CNBC's reporting the same day:
- Infinite scroll — design features that continuously surface fresh content, contributing to what the findings call an "autopilot" state of use.
- Autoplay — automatic playback of the next piece of content without a user action.
- Push notifications — named among the features that feed the compulsion to continue using the platforms.
- Highly personalized recommendation systems — named among the systemic risks the Commission's findings assess.
Suggested remedies in the preliminary findings
- Disabling autoplay by default.
- Disabling infinite scroll by default.
- Enforcing screen-time breaks.
- Potential fine of up to 6% of Meta's total annual worldwide turnover if the findings are confirmed.
Meta's response, in full
"We disagree with these preliminary findings, which don't accurately take into account the significant steps we've taken to protect teens. We share the European Commission's commitment to providing teens with safe, positive online experiences and will continue to engage constructively with them." — Meta, to CNBC, July 10, 2026.
How CoolApp is built
These describe how CoolApp works. They are not claims about how any other app works.
- No infinite scroll — the feed has a defined structure, not an endlessly refreshing stream.
- No autoplay video wall — CoolApp is a still-photo app.
- No engagement-bait notifications — notifications are for real events, not synthetic re-engagement pings.
- No personalized recommendation algorithm — content is organized by place and the people you follow.
